Flaws in Bureaucracy

Bureaucracy is an official system where the bureaucrats control the smoothness in availing any public service through execution of numerous rules and processes. It leads to nepotism, favouritism  and corruption. Bhutan is a small country constituted by limited population, but flaws in bureaucracy is prevalent eveb in close-knit society like ours. Bureaucracy thus snatches people's confidence to avail the opportunity provided by any government organizations which involves long and complicated processes. The well off and reputed high-ranking officers can avail services without having followed the required procedures but the poor villagers have to undergo the whole procedures to avail the same service.

Sample of incident...
A poor villager from remote Bhutan sets to Thimphu for getting his land registered. He had to wait for weeks to meet the concerned officer. Depite the poor man going to the relevant office every week, it will take years to get it done. Bureaucrats they are much concerned about their trainings and tours rather than looking into the problems of the people they are meant to serve. If they whole-heartedly helps the poor man it sure will get done first. In contrary, they will make fun of their requests, answer arrogantly, show bitter expression and poor villager cannot force and have to simply come when called, answer what is questioned because he don't know how to read and write and is dependent even to get his basic information right. But same doesn't apply for powerful individuals. The officers there will act concerned and provide all the nessary helps they can. The villagers have to go through this to avail any other public service.
RECOMMENDATIONS
It is not necessary for the serving bureaucrats to continue the same flow of unjust bureaucratic system. It can be changed for good of today and better tomorrow. If not the whole system of today will remain as a system in times of posterity.
